In case the project to build a factory on leased land is not required to be submitted to the competent authority for appraisal, is not required to issue an investment certificate, or is not required to formulate an investment project, the dossier includes:

– Land lease application form according to Form 01 issued under Circular 30/2014/TT-BTNMT.

– A copy of the explanation about the enterprise’s factory lease project.

– Copy of economic – technical report.

– Extract the map of the land plot leased to build a factory.

After that, you will have to prepare a set of documents to submit to the People’s Committee of the province or city directly under the Central Government to decide on a land lease by the Department of Natural Resources and Environment, including the following documents:

– An application for land lease according to Form 01.

– A copy of the investment certificate or a legal document on the investment approval, enclosed with a description of the project.

– Economic – technical report in case the construction investment project is not required.

– Documents on appraisal of land use needs, appraisal of land lease lawsuits.

– The report attached to the draft decision on land lease is issued in accordance with the Circular.

– Extract the map of the leased land plot.
