STRONG DEVELOPMENT OF HAI PHONG CITY IN THE ERA OF INTEGRATION
Covering an area of over 1,500 sq km and comprising 15 administrative units, Hai Phong plays a key role as the leading port city in Northern Viet Nam, significantly contributing to the country’s industrial and logistics growth.
According to the new administrative plan announced in April 2025, Hai Phong will officially merge with its neighboring province, Hai Duong. This strategic merger is expected to create a new economic growth pole, strengthen regional connectivity, and foster sustainable development across Northern Viet Nam.
The integration of Hai Phong’s industrial and logistics strengths with Hai Duong’s skilled labor force and manufacturing experience will gradually establish a high-quality human resource base, ready to meet the demands of high-tech industries in the near future.
HAI PHONG – A KEY INDUSTRIAL HUB IN NORTHERN VIET NAM
As one of Viet Nam’s major industrial centres, Hai Phong currently has 14 operational industrial zones with a total area of over 6,000 hectares. To meet rising investment demand, the city plans to develop an additional 4 to 6 industrial zones in 2025.
Hai Phong’s economy continues to show positive signs, with GRDP in Q1 2025 growing impressively at 11.07% – higher than the national average. FDI inflows remain strong, particularly in processing, manufacturing, and logistics industries.
Due to its seaport infrastructure, synchronised transportation networks, and effective investment attraction policies, Hai Phong is increasingly asserting its position as a strategic destination for both domestic and international investors.
THREE REASONS WHY HAI PHONG ATTRACTS INVESTORS
– Strategic location: Hai Phong is the only city in Northern Viet Nam with access to all five modes of transportation. Located within the key economic triangle of Ha Noi – Hai Phong – Quang Ninh, the city plays a pivotal role in trade and is a leading FDI destination. In 2025, Cat Bi International Airport is set to launch additional international routes, while Hai Phong Port is being modernised to become a global logistics hub by 2030.
– Attractive investment incentives: Hai Phong leads in investment attraction, backed by modern industrial zones and competitive tax incentives. The city also boasts simplified administrative procedures and effective investor support. In 2024, Hai Phong ranked first nationwide in the Provincial Competitiveness Index (PCI) and continued to be among the top performers in major national rankings.
– Advanced industrial infrastructure: With 14 active industrial parks and continuously upgraded infrastructure, Hai Phong is a major industrial center in the North. Nam Dinh Vu Industrial Park stands out as a model development, featuring four functional subzones, modern utilities, and comprehensive logistics services tailored to investor needs.
